This is the staff response to council direction in January. Council was worried about protecting the vitality of the HP Pavilon and there were lobbyists pushing for housing in the northern innovation zone and along Stockton Avenue. Council asked staff to reconsider the "rigid" segregation of land uses in the Central and Northern Zone. They asked for a study session to be scheduled to gain further Council and stakeholder input on the Plan. In the report, the staff comes down strongly opposed to housing in those areas.
There is very little mentioned about High Speed Rail other than it will bisect a block bounded by Bird, Auzerais, Royal, West San Carlos. There's no mention of the new HSR Phased Implementation plan and how that will make Diridon Station the default end of the line for HSR--and the possible impacts.
There will be two public comment periods in the meeting:
1) after staff and some experts review the Diridon plan.
2) after staff explains how to achieved a shift in transportation modes while maintaining the vitality of the HP pavilion.
