Assemblyman Jim Bell is putting a bill forward (AB 1670) to remove the Highway 82 designation from The Alameda.  This is an impotrant step in realizing our goal of the Grand Boulavard.  We need the support of the community to send letters to the Assembly for this important vote.  You can iether cut and past the following letter or down load a Word template that you can change, sign, print and mail.

RE:            Assembly Bill 1670 (Asm. Jim Beall, Jr.) – SUPPORT

 

The _______ would like to inform you of our support for Assembly Bill 1670.

 

AB 1670 would authorize the California Transportation Commission to relinquish specified portions of State Highway Routes 82 and 130 to the authority of the City of San Jose.

 

Currently, the California Department of Transportation (Caltrans) has full possession and control of State Highway Routes (SR) 82 and 130, both located in the South Bay Area. Serving primarily as urban arterials within the City of San Jose, these state routes are commonly known as The Alameda and Monterey Highway (SR 82) and Alum Rock Avenue (SR 130).

 

Caltrans has determined that because the State Highway System segments of SR 82 and SR 130 serve local travel demand, these routes have the potential to be relinquished to a local transportation authority. A local agency is the preferred design authority to manage, integrate, and streamline the land use and right-of-way decision making processes of project improvements.

 

AB 1670 would authorize the California Transportation Commission to relinquish specified portions of State Highway Routes 82 and 130 to the authority of the City of San Jose. Caltrans stands to gain significant short- and long-term benefits from the relinquishment of approximately 11.5 miles of SR.

 

The City of San Jose’s Department of Transportation has volunteered to relieve Caltrans of the obligations related to operations, maintenance, liability and local permit coordination of these highway segments. AB 1670 would serve to fulfill this agreement between the state and the municipality.

 

The City’s goals for these routes are to improve the pedestrian environment, implement multi-modal projects, and modify local circulation patterns. Notably in recent years, the cities of Alameda (SR 260), Livermore (SR 84), Los Angeles (SR 110) and Perris (SR 74) have all pursued relinquishment of state routes within their communicates for many of these same reasons.
